You can pass all the laws you want, but you'll still have Thugs with Guns, and only the law abiding will be unarmed. There are only 2 things that deter crime, 1. Surety of punishment
2. Surety of capture
Since the police are only minutes away #2 isn't a big one, but if your target audience is armed #1 will likely come to mind.
