Ohio: Final Hearing on Pro-Gun Reform Legislation  

The Senate Judiciary Committee’s third and final hearing on House Bill 495, originally scheduled for today at 3:00 p.m., has been postponed until 9:30 a.m. today in the North Hearing Room of the Ohio Statehouse in Columbus.

This essential pro-gun reform legislation was introduced on March 27 by state Representative Terry Johnson (R-89) and, if enacted, would address several problems with current Ohio gun laws.  HB 495 passed in the state House of Representatives by a 59 to 28 vote on June 13, and needs to be approved by the state Senate before being sent to the Governor for his signature.  Attorney General Mike DeWine expressed his support for HB 495 in a letter to this committee at its previous hearing on December 4.

Specifically, HB 495 would make the following changes:

•       Establish automatic reciprocity between Ohio and other states that have automatic reciprocity for their concealed handgun licenses.  Currently, the Attorney General must enter into a written agreement with another state to establish reciprocity.  HB 495 would still allow for written agreements between the states if the other state does not have automatic reciprocity, but it eliminates the requirement for a written agreement if reciprocity can occur automatically by operation of law.

•       Eliminate the renewed competency certification requirement for concealed carry licenses.  Currently, after the first renewal of your concealed handgun license, you must submit proof of renewed competency to show that you are range competent for all subsequent renewals.  HB 495 would make it so that you can simply show your existing or expiring license or your original competency certificate as proof that you have had the necessary training for all renewals.

•       Change the definition of a loaded firearm in a vehicle.  Currently, a firearm is considered loaded if a loaded magazine is present in the vehicle, even if the magazine is not inserted into the firearm.  HB 495 would change the definition so that the magazine must be inserted into the firearm before it is considered loaded.

•       Define “Concealed Handgun License” in one section of the Ohio Revised Code and clarify that the definition applies to all references to a concealed handgun license throughout the Revised Code.  HB 495 would simplify the state law and make it easier to read, understand, comply with, and enforce.

In truth I had to be reminded who Bob Costas is, not in to ball sports, the funny thing is if the football player had strangled or stabbed his girlfriend to death, it would have been just a terrible tragedy  and many would have wondered if they could have done something to have prevented it, BUT, since he used a gun we need more gun laws. Since the player already had the gun, it was just as easy to access as a knife or his hands, or a lamp, etc.

Now to the people who own guns and like football, decide which is more important the game or the gun, and exercise the right not to further support the likes of Bob Costas. Yes he has the right to his opinion, just as we have the right to disagree with his opinion, and do our up most not to support him by watching or attending games, get off the dam couch and go to the range instead.

Last weekend had a new shooter, fire his new Glock for the first time, but he had found a fellow NRA Instructor, who gave him a couple of short range lessons, then referred him to me for his CCW. With the proper start this guy was drilling the targets, he aced the 30 round qualifier, and one target had a one hole 4 shot group, out of 6. Yeah you can teach yourself, but ammo is expensive, and learning from the get go, will really likely save you money in the long run.

BELLEVUE, WA – Less than 24 hours after winning re-election, President Barack Obama’s administration joined with China, France, Germany and the United Kingdom, and more than 150 other governments, in supporting renewed debate on the proposed United Nations Arms Trade Treaty, confirming the worst fears of the American gun rights community.

The vote came at the U.N. General Assembly’s meeting of the First Committee on Disarmament at the world organization’s headquarters in New York City.

“It’s obvious that our warnings over the past several months have been true,” said Alan Gottlieb, founder and executive vice president of the Second Amendment Foundation. “The election was called about 11 p.m. Tuesday and by 11 a.m. this morning, we got word that the United States was supporting this resolution. We have to be more vigilant in our efforts to stop this proposed treaty.”

SAF Operations Director Julianne Versnel, who has been back and forth to the United Nations over this proposal, said the fight is not finished. The measure will be considered for finalization in March 2013.

“We will continue to monitor this issue and oppose any effort to enforce a global gun control measure,” she stated.

Amnesty International issued a statement Wednesday lauding passage of the resolution, saying the treaty will protect human rights.

“The right of self-defense is a human right,” Gottlieb countered, “and in this country, the Second Amendment protects that right.

“Just days ago as he campaigned for re-election,” he concluded, “Barack Obama told his supporters that voting is the ‘best revenge.’ I guess now we know what he was talking about. The revenge he seeks is against American gun owners and their Second Amendment rights.”

The 17th century folks used the term “standing army” or “regulars” to describe a professional army. Therefore, “a well regulated militia” only means a well equipped militia that was organized and maintained internal discipline. It does not imply the modern meaning of “regulated,” which means controlled or administered by some superior entity.

Chicago PD did a study that estimated of 70% of  homicides (all methods) the victims were felons (Not exactly a lost to society.)

So once you factor out suicides, and felons being killed that leaves about 3900, subtract  about 700 for accidents and you are down to about 3200, now while still tragic, it might well be of a better benefit to do things to control drivers under the influence (DUI's kill around 10,000, and injure thousands of others year in and year out, but we blame the individual, not the car or what they consumed)

Also bear in mind that the St Louis Public Law Review estimated that armed citizens stop 400,000 violent crimes per year, and deter an additional 800,000, and that is one of the more conservative studies done on use of guns by law abiding citizens.
