Their laws may have changed some since I was there in the late 1980's, but then just about everyone served in the military for a while--universal service--and civilians carried concealed hand guns all the time. Reservists in the military carried their rifles in the trunks of their cars all the time. So did the active military members whenever they were not on duty. As far as the purpose of armed guards in their schools, I don't know what the difference is between a terrorist and a crazy person when it comes to stopping an attack on school children. I suspect the armed guards wouldn't know the difference either.
