That's ridiculous. Once a CHL has been revoked due to a conviction, the former holder is *no longer* a CHL holder and therefore shouldn't be included in CHL holder counts.
If they commit further crimes but don't have a CHL why on earth would you lump them in with CHL holders? Unless, of course, you're trying to lie with statistics I suppose.
