Even if they were off duty, I think there would be some problems, for them to have city vehicles, & automatic weapons when they aren't working, of course since several officers were still in uniform, were they off duty? New Jersey has some of the toughest gun laws in the nation, but they don't apply to cops off duty, so there are two classes of citizens in the The Garden State?
